The Specialisation, Regional Clusters and Competitiveness: Global Challenges Regional Strategies project undertaken in collaboration with the OECD and the Swedish Agency for Economic and Regional Growth (NUTEK) is designed to increase understanding on how the competitive advantages of regions in different sectors and industries contribute to the overall regional economic performance, whether public policy should be trying to support or develop such specialisations and, if so, how. The specific aim of the project is to compare how regions sharing diverse institutional, policy and regulatory structures, technologies, infrastructures and market orientations are reacting to the challenges of apparently homogenizing globalisation and changes in production systems, and the steps they are taking to preserve or transform their current regional economic "portfolios".

The study addresses issues such as the shift from production oriented regional economies that focus on upstream activities; the implications of dependence on multinationals within a regional economy; and the local impact of investment in R&D in a global economy. These and other important issues are addressed through the lens of the ongoing transformation of key industries, both mature and high growth sectors, in advanced and less advanced regions. The study examines three sectors: automotive, pharmaceuticals, and information and communication technologies (ICT). For each of these sectors the study looks at four regional clusters. Some of the leading clusters in respective domains included are those of Turin, Gothenburg, Shanghai and Detroit (for the automotive sector), Montreal, Shanghai, Zurich and Stockholm (for the pharmaceuticals sector), Ottawa, Recife, Stockholm and Eindhoven (for the ICT sector).
